More of the state’s gas could be headed to market, with a proposal on the table for a natural gas processing plant with a capacity of 30 million cubic feet per day.The project will be owned and operated by Arrow Field Services, LLC. While the company’s proposed processing plant and associated 21-mile gathering system do not fall under the Public Service Commission’s jurisdiction, a portion of the project does, and the state agency plans a hearing at 11 a.m. Friday at Teddy’s Residential Suites, 113 Ninth Ave. SW in Watford City related to it.Two pipelines located about 7.5 miles southeast of Watford City will be considered at the hearing. One of the 2.6-mile pipelines is a 10-inch diameter residue natural gas transmission line extending from the proposed natural gas processing plant to a third-party transmission pipeline, while the other is an 8-inch diameter natural gas liquids pipeline extending from the same processing plant to a different third-party NGL facility.The pipeline hearing will be conducted by an administrative law judge, and is the public’s opportunity to contribute to the official public record that the commission uses to make decisions about the projects it regulates.Both pipelines for the $6.3 million project would be installed in the same ditch and right of way according to applicable state and federal laws, the company said in its application. The residue pipeline’s maximum operating pressure is 1,480 psi and its maximum flow rate is 30 mcf per day. The other pipeline’s maximum operating pressure is 1,40 psi and its maximum flow rate is anticipated to be 5,000 barrels per day.The Bear Den West gathering pipeline and natural gas processing plant is needed to reduce the amount of non-marketed natural gas released and minimize future releases, company officials said. In addition, the gas produced at the plant will be transported to consumers in North Dakota and surrounding states.The timeline for construction in the application had called for beginning the project May 1 and finishing in August of 2017. Three wetlands were identified in the right of way, but only one is jurisdictional, according to the application. That one interconnects with an intermittent stream, Elkhorn Creek. Three cultural resources were identified within the study area, but none within the right of way corridor, and  no critical habitat for threatened or endangered species was identified. Land with an agricultural use makes up 17.3 percent of the project’s route. The company has been asked to submit a weed management plan to McKenzie County’s weed control board. Restoration efforts will also include up to 48 2-year-old saplings to meet the Public Service Commission’s requirement for 2 to 1 mitigation of removed trees that are at least 1 inch in diameter at breast height.The pipelines will include round the clock electronic monitoring, transmitted to a control center in Keene. Arrow plans to develop a Pipeline Integrity Management Plan, that will outline the measures it will take to ensure safe operations of the pipeline.
